Rick Scarper
(C) won last year's Outstanding City Employee award. He was
congratulated during a dinner in his honor by City Manager
Jim Spore (R), Mayor Meyera Oberndorf (L), and Virginia Beach
Rotary Club Past-President George Sabol.
